I'd give both 4th round picks if I knew Sims/Spencer weren't coming back. But, if I knew they both were coming back I'd only offer them one 4th round pick.
If there's someone they like that they feel won't be there in the 4th, but will be there in the 3rd, why not trade up and take him?

From what I remember he was more of a receiving fullback and wasn't that great at blocking. The amount of money he wanted was probably a big factor too.
